The National Energy Technology Center (ENTEC), under the National Science and Technology Development Agency (NSTDA), organized a conference and workshop titled “Climate-Responsive Investment for Sustainable Transport Infrastructure Toward Thailand’s NDC Goals” under the Sustainable Infrastructure in Asia (SIPA) initiative. ENTEC was commissioned to organize this event by the United Nations Development Programme (UNDP) Thailand, in collaboration with the Office of the National Economic and Social Development Council (NESDC) and the Office of Transport and Traffic Policy and Planning (OTP). The objective was to enhance knowledge, understanding, and capacity of local-agencies in designing climate-resilient investment projects for sustainable transport infrastructure, with practical applications.

On the first day (July 31, 2025), the opening ceremony was honored by Associate Professor Dr. Rattakorn Kidkarn, Vice President for Academic Affairs, Research, and Innovation at Nakhon Ratchasima Rajabhat University, along with Mr. Khan Ram-Indra, Head of Programme at UNDP Thailand.
The first day’s agenda included expert lectures and discussions on key topics, focusing on resilient disaster risk management in the context of climate change, and presentations of a Resilience Scorecard assessment conducted in target areas. Speakers included Dr. Kittima Leeruttanawisut, an urban planning expert, and Assistant Professor Dr. Pakpoom Buabthong, director of the Lifelong Learning Office at Nakhon Ratchasima Rajabhat University.
This conference also marked a collaborative effort with the local universities to raise awareness of increasing disaster risks such as recurring floods and extreme weather events. It aimed to establish a foundation for systematic disaster management to strengthen the capacity of local agencies in effective response and preparedness.




On the second day (August 1, 2025), featured opening remarks from honorary guests, Mr. Kanatchon Sricharoen, Chief Provincial Officer of Nakhon Ratchasima Province, Mr. Khan Ram-Indra (UNDP Thailand), Mr. Punnaluk Suraswadi, Director of Logistics Development Strategy Division (NESDC), and Mrs. Chutinthorn Mankong, Director, Bureau of Safety Planning (OTP).
The second day’s workshop featured training aimed at building technical capacity among local agencies in designing climate-responsive investment projects for transport infrastructure. Dr. Kampanart Silva, a researcher from ENTEC’s Renewable and Energy Efficiency Research Team, along with his team, delivered lectures on various related topics. These included an overview, background and significance of the project, guidelines for integrating climate considerations into transport infrastructure projects, climate risk assessment, and cost-benefit analysis for climate-related investments. The session also included an interactive exchange of views with representatives from participating agencies. Dr. Nuwong Chollacoop, Director of the Low Carbon Energy Research Group at ENTEC, contributed insights into scaling and advancing climate investment project design for sustainable infrastructure.
This conference and workshop served not only as a platform for technical knowledge transfer but also as an opportunity for policy dialogue. It marked the beginning of cooperation among various agencies with related mandates. Over 30 representatives from different relevant sectors participated in the two-day event to jointly drive the development of infrastructure that is resilient to climate change, addressing economic needs, enhancing social security, and genuinely improving people’s quality of life.
