The National Energy Technology Center (ENTEC), under the National Science and Technology Development Agency (NSTDA), led a delegation of executives and officials from the Office of the Energy Regulatory Commission (ERC Office) on a study visit to Japan as part of the “Capability Building for Energy Transition (2025)” project. The initiative aims to enhance knowledge, build capacity, and prepare for Thailand’s energy transition, in alignment with national goals to achieve Carbon Neutrality by 2050 and Net Zero greenhouse gas emissions by 2065.





Leading the study visit were Dr. Sumittra Charojrochkul, ENTEC’s Executive Director; Dr. Lily Eurwilaichitr, Assistant Executive Director; Dr. Nuwong Chollacoop, Director of the Low Carbon Energy Research Group; and Dr. Visarn Lilavivat, Senior Researcher, along with ENTEC staff. The delegation from the ERC Office visited several key institutions and facilities, including: Tokai Daini Nuclear Power Plant in Ibaraki Prefecture, to study nuclear safety systems and emergency response management; National Institute of Advanced Industrial Science and Technology (AIST) in Tsukuba, one of Japan’s leading research institutes, to explore innovations in clean energy, including CO₂ utilization, e-fuel production, and hydrogen storage and application; Ministry of Economy, Trade and Industry (METI) to gain insights into Japan’s energy policies and strategies for hydrogen and ammonia; Osaka Expo 2025, to observe international collaboration efforts in sustainable development and the advancements in energy technology; and Kyoto University, to learn about cutting-edge research in bioenergy and hydrogen, and to visit the Heliotron J fusion reactor facility.
This study visit provided opportunities to enhance the technical, regulatory, and strategic capabilities of ERC Office personnel, equipping them with international perspectives and insights to better plan, regulate, and support Thailand’s transition toward a sustainable and resilient clean energy future.
