The Provincial Electricity Authority (PEA) was established under the Provincial Electricity\u00a0<\/span><\/span>Authority Act. PEA is a government enterprise under the Ministry of Interior and operates its main business\u00a0<\/span>of producing, procuring, acquiring, delivering, and distributing electric power to people in all provincial\u00a0<\/span>regions throughout Thailand except for Bangkok, Nonthaburi and Samut Prakan. PEA also operates other\u00a0<\/span>businesses related to electric power service both in terms of supplementary business and new business.<\/span><\/p>

Mr. Sompong Preeprem, Governor of the Provincial Electricity Authority said, \u201cPEA has 74 provinces\u00a0<\/span><\/span>under its responsibility for electricity distribution, accounting for 99 percent of Thailand\u2019s area and 20\u00a0<\/span>million electricity accounts (about 58 million people). The main policy is to distribute electricity to every\u00a0<\/span>household including rural areas and island areas. However, in some areas, PEA is not permitted by law to\u00a0<\/span>provide services, such as reserved forest areas and restricted areas.\u201d<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\u201cPEA has developed a 5-year long-term plan, with\u00a0<\/span><\/span>a project to expand the areas for new residents in every\u00a0<\/span>household to get access to electricity. There are also social\u00a0<\/span>activities that we got budget allocation, such as projects\u00a0<\/span>under The Office of Her Royal Highness Princess Maha\u00a0<\/span>Chakri Sirindhorn\u2019s Projects (OPSP) for weir construction,\u00a0<\/span>reforestation and public health\u201d said Governor Sompong.<\/span><\/p>

When asked about working with the research team\u00a0<\/span><\/span>from the National Energy Technology Center (ENTEC), Governor\u00a0<\/span>Sompong said, \u201cPEA has supported the budget and\u00a0<\/span>personnel in the ICT project for lifelong learning of\u00a0<\/span>marginalized communities: Renewable Energy Management\u00a0<\/span>of the Border Patrol Police School Commemorating\u00a0<\/span>His Majesty\u2019s 7th Cycle Birthday Anniversary (Ban Maung\u00a0<\/span>Kua, Tak Province) within The Office of Her Royal Highness\u00a0<\/span>Princess Maha Chakri Sirindhorn\u2019s Projects. The PEA Office at\u00a0<\/span>Tak Province has sent officers to the area to provide training\u00a0<\/span>and maintenance of the power generation system to\u00a0<\/span>community leaders and village representatives to be able to\u00a0<\/span>fix basic problems. However, in case of more complicated\u00a0<\/span>or unfamiliar problems, PEA staff will provide assistance.\u00a0<\/span>The communication between PEA staff and the community\u00a0<\/span>is quite smooth because some members of PEA staff are\u00a0<\/span>local people, and the community always has an interpreter\u00a0<\/span>to help communicate if that is not the case.\u201d<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

When asked about the key factors that contribute\u00a0<\/span><\/span>to sustainability and expansion of the projects, Governor\u00a0<\/span>Sompong said, \u201cPEA has been working on a project to\u00a0<\/span>expand the area for new residents in every household to\u00a0<\/span>get access to electricity, thus improving the quality of life of\u00a0<\/span>marginalized communities. If the house registration is not\u00a0<\/span>located in a restricted area, a reserved forest area or the\u00a0<\/span>watershed area class 1A, the house owner can request for\u00a0<\/span>electricity. Once the power generation system is installed,\u00a0<\/span>it is expected that the community should take care of it. If\u00a0<\/span>there is a problem, it is better for them to try to fix it first\u00a0<\/span>because the transportation is quite difficult and will take\u00a0<\/span>a long time.\u201d<\/span><\/p>

Governor Sompong concluded that \u201cWorking with\u00a0<\/span><\/span>ENTEC has been going smoothly, PEA is willing to cooperate\u00a0<\/span>and continue to support various projects of NSTDA\u00a0<\/span>because PEA and NSTDA have quite a number of\u00a0<\/span>cooperation projects.
